The Contemporary World Practice Exam

The main idea being tested is what defines a political unit as a state. A state is a political-legal entity with sovereignty over a defined territory and a permanent population, governed by an organized government that can make and enforce laws, conduct foreign policy, and provide public services. It also typically has the recognition of other states and a monopoly on the legitimate use of force within its territory.

This helps distinguish it from other concepts. A nation refers to a people with a shared identity—culture, language, or ethnicity—which isn’t the same as having sovereign authority over a territory. A region is simply a geographic area, which may be part of one or multiple states, and does not imply sovereignty. An empire is a large, multi-ethnic political unit often built through conquest and direct rule over diverse territories; while empires are states in a broad sense, the term emphasizes expansion and domination rather than the standard political-legal notion of sovereignty within defined borders.
